@michaelandrepearce, if you statically define an address (e.g. in broker.xml
or via core API) and that address has no bindings it may be inadvertently
removed by
`org.apache.activemq.artemis.core.postoffice.impl.PostOfficeImpl.AddressQueueReaper`.
