- AMQConsumer will discount credits ahead of taking them on rollback, that
would lead to negative values
- AMQConsumer.close() is blocking an operation
- fixing other branches for flow control
This is fixing RedeliveryPolicyTest.testCanRollbackPastPrefetch and improving
reliability in other openwire tests
