There are some dependencies on Netty modules used in tests only rather than the
base set of compile/runtime Netty deps used by the client and broker. There are
a few issues with these test dependencies such as mixed netty versions,
stemming from duplicate dependency version declarations or inconsistent version
management, and incorrect scope. Tidy up these issues.
