One of the reasons I implemented this change is that when I was working with
https://issues.apache.org/jira/browse/ARTEMIS-4281, and also at a customer case
I had back then, queues were duplicating because of a race between checking for
non existent queues and auto-creation. on the case back then you could get to a
duplicate case... so the idea to make such check on startup was to avoid this
race between restarting the broker and reconnect the clients that would then
check for recreation.
