The class {{org.apache.activemq.artemis.core.settings.impl.AddressSettings}}
has a field called {{dropMessagesWhenFull}}, but the field has no getter or
setter and is not part of the encode or decode methods. It has survived somehow
unnoticed since the original donation. It should be removed.
