Steps;
1. Rabbit MQ consumer gets disconnected due to receiving and ACK for a non
existing experiment.
2. The next experiment does not get status changed to LAUNCHED by orchestrator
as its suppose to
3. While GFAC and api server both in started state the experiment remains in
CREATED
I will add any missing steps or details as i test
