Currently when a new usr logs in to the PGA he or she has to create a project
in order to proceed with creating experiments.
Going forward have a default project ready for the user; so he or she can
directly start creating and launching experiments.
If wanted user should be able to modify this default project as well as create
their ow new projects (similar to current behavior)
