For each gateway user, Airavata system need to provide launching jobs on their
allocation on a compute resource. Currently in Airavata and PGA we use the
community allocation for job submissions and all the users submit thorough the
single allocation. Going forward individual user allocation on a resource
should be used for job submissions of the particular user. The same preferences
allocation need to be taken into consideration when canceling an experiment and
the job as well as need to avoid using the qos, reservation of the community
account as well
