Currently we set this field to 'True' as a practice. Even when this is set to 
false still the input is mandatory at experiment creation, edit and clone.

Currently the system has another separate implementation to attach optional 
input files. Still we cannot make any other type of input (string, number, etc) 
optional. 

Hense this flag need to be fixed so then we could make any selected type of an 
input optional at experiment creation level
