Gateway Management has gateway compute resource, storage preferences, etc...
and approved gateways and requested gateways are two separate tabs in the page.
unprocessed gateway requests and add new gateway should be moved out as new
Page with tabs.
Currently the 'Add a new Gateway' in Gateway Management of SciGaP has old
fields, it need to have same fields as the gateway request.
