Fix For: 0.18
Remove the dashboard link from users who are in pending state. The link doesn't
work for pending accounts.
One time observation:
1. User logs in for the fist time using CILogon.
2. Then hew is in gateway with message "you look new here...."
3. Admin gives gateway-user role
4. User clicks on the dashbaord without login out and login in
5. Exception thrown
