Okay, I can kind of reproduce this. Here are my steps:
1. User logs in for the fist time using CILogon.
2. Then hew is in gateway with message "you look new here...."
3. Admin gives gateway-user role
4. User opens the dashboard link in a separate tab
5. User goes back to original tab and clicks on dashboark link without log
out/log in
6. Exception thrown
