Not sure how this can happen unless user hit the back button to go back to the
login form and submitted again.

Since the user is trying to log in with two different user accounts, please
check that the user that created the GRP is the same trying to add an
application deployment.

The root error is that OAUTH2_STATE is not in the user's session. This is added
by Django when redirecting to CILogon, so I'm unsure how it could not be there
when redirecting back to the Django portal. Possibly if the user has cookies
disabled this could happen, but I'm unsure that they would get exactly the same
error message.
