Give admin users the ability to one-click log into the Django portal as another
user. This is meant to be used for troubleshooting and user support. Admins
will experience the portal in exactly the same way as normal users.
Questions:
- for auditing purposes, we might want to log when admins impersonate other
users. Might also want to distinguish between actions taken by the real user
via an admin impersonating as the user.
