To fix had to visit [https://gateway.lrose.net/auth/logout] and also the
problem was a malformed PORTAL_ADMINS email in vars.yml
([https://github.com/apache/airavata/commit/7925b9f7f94e4437c3edd2c9bff0347f71e77209])
and that was causing an error when sending the new user email.
But seems like that's not all there is here. For some reason when the login
fails the user's login/session state gets messed up.
