[~eroma_a], a slight clarification. When user's mark a notice as read, it no
longer counts toward the bell icon unread count, but it doesn't disappear from
the notices list. It does however disappear when it expires, and I agree it
could be useful for users to be able to see an archive of past notices that
have expired.
