A renewal (`request_project_create` with `AllocationType: renewal`) replaces the existing allocation's SUs and dates. In the ACCESS allocation lifecycle (new, renewal, supplement, transfer, extension, adjustment), a renewal is a new allocation under the same project, so both allocations should exist and usage from the earlier period should stay charged to the earlier allocation, not the renewal.
