This all assumes that our upgrades are 100% idempotent and will stay that way. 
We can't guarantee that. Frankly, if you hit a problem on upgrade, then you 
should get it fixed and then try again from your backup.

I don't think this table should capture partial upgrades. That seems out of 
scope.

Writing a log of what changed during a successful upgrade to the database could 
be in scope.
