Summary: Fix the logic of size calculation while dealing with

Fix the logic of size calculation while dealing with multi-level YARN queue for
LLAP config calculations.
- Earlier, were not taking into account the percentage capacity allocated for
each parent queue of which the leaf queue is part of.
- Added fix fir it.
Added validation check for 'hive.server2.tez.sessions.per.default.queue'.
- If 'hive.server2.tez.sessions.per.default.queue' (tez session) are consuming
more than 50% of available capacity of LLAP queue, validation check is done.
