Fix For: 2.7.0
Restart JN with services up and running is not a good idea and can result in
potential data loss.
Since we do not have server side ability to Stop All except ZK, here is new
steps needed:
- Stop All Services
- Reconfigure
- Install NN
- Install ZKFC
- Start ZK
- Start JN
....
