[~jbmusso], this is quite old change. 
I guess comment just slightly above linked code explains reason pretty well, 
but some details may be required:
Connection string used to be shared with agents, so it had to be working from 
other nodes also.
I believe this was used only to access RCA database, a storage for mapreduce 
job history, which was supported for hadoop 1.x .
RCA database was completely dropped long time ago, so I'm not sure if this code 
is still required.
