    Description: 
1. In Ambari 2.7.1 - don't accept GPL license

2. register a new version HDP3.1 version with VDF file

3. UI does not show any GPL license URL/Tag

4. In the backend it saves the GPL URL as part of repo definition.

Installation fails with GPL license URL error if there is no internet access to 
Ambari.

*Workaround: *

Before using VDF file , remove the GPL license entries and then submit and 
create the repo entries
