Ambari downloads dependencies to a cache directory when executing DB connection
check.
The problem is that the Ambari Test Connection feature from the frontend
sometimes supplies the wrong download URL to command-level parameters,
resulting in the error message "Error downloading DBConnectionVerification.jar
from Ambari Server resources".
This Jira proposes to make the feature more reliable by using as backup the
ambari-level parameters, which has the correct URL.
