Adding Apache Livy as its own service in Ambari. Apache Livy is a service 
supported by Bigtop, but has not had support in Ambari. 

 

See [BIGTOP-4149](https://issues.apache.org/jira/browse/BIGTOP-4149) which adds 
support for Livy to bigtop-select as well as additional build arguments so that 
the Livy RPMs have proper naming and directory structure.

  was:Livy operates as its own Apache service, so decoupling it from Spark 
makes logical sense. Managing and evolving both Livy and Spark independently 
ensures that each service can be optimized according to its specific 
requirements.
