Summary: Failed to timelinereader service if hbase is not installed

TimelineReader depends on hbase.
Before starting timelinereader, ambari would first start embedded hbase.
The startup script is \{HBASE_HOME}/hbase-daemon.sh, So If hbase is not
installed, this script does not exist.
