Description: As part of the ongoing effort to rewrite the Ambari Web UI
from Ember to React (under ambari-web/latest/), this story implements the
service-centric features — per-service dashboard tabs (summary, components,
configs, alerts, metrics, quicklinks), the Add Service wizard, and the
config-management screens (config groups, config versions, service configs).
