Resolution: Fixed
Fixed in redback 1.1-SNAPSHOT (specifically 1.1-20080726.060910-1).. If the
user was created by a system admin, the account is already validated by default
so a validation email is no longer sent.
I already upgraded archiva-trunk (-r679959) to use this version of redback..
