Fixes committed to trunk -r 798059, 798060 and 798403 with the following
changes:
* move fixing of incorrect checksums to ArtifactMissingChecksumConsumer
* fix/create checksums and update metadata in action class only if
create-missing-checksum and metadata-updater consumers are not enabled
* do not execute create-missing-checksum and metadata-updater consumers during
webdav deployment since they will be deployed as well
