I wanted to mention that I did not receive this error when I ran the .war from
CATALINA_HOME. My problem still isn't solved. I want to run Archiva from a
Tomcat base, not the installation.
I originally had a System Environment variable %CATALINA_BASE_ARCHIVA%. To
test the .war in CATALINA_HOME, I removed that Environment variable.
Next, I changed -Dappserver.home=%CATALINA_HOME%
-Dappserver.base=%CATALINA_ARCHIVA_BASE% to -Dappserver.home=%CATALINA_HOME%
-Dappserver.base=%CATALINA_HOME%
