so on the thirdparty toolchain doc, development.rst, I had to do the following
for the build:
export ARROW_HOME=/[blah blah]/envs/pyarrow-dev/
export LD_LIBRARY_PATH=/[blah blah]/envs/pyarrow-dev/lib64/
