OK, I've resolved the issue but now arrived at probably the clue of the issues.

 

Looks like at lowest level casting kernel knows nothing about scale, am I 
reading it correctly?

 

So either we need to pass scale there or apply it somewhere above. Is there any 
suggestion for that?

 

If indeed scale is not know - maybe it can be passed in CastOptions?
