I don't think submission time cap is sufficient here. A job may pass the check
at submission time but go over it due to external pause/resume/pulse cycles
(AURORA-1097). Also, it may not be possible to accurately calculate the cap
here as settings like {{max_per_shard_failures}} and {{max_total_failures}} may
apply an unfair penalty for job updates close to the limit.
