Summary: add a test for all the implicit invariants in aurora

Right now there are unchecked invariants in the scheduler/executor. We should
either write a test to validate constants or do runtime checking to make sure
that a supplied set of constants does not violate any sort of scheduling
invariant.
(One example is transient_task_state_timeout which is coupled to the preemptor
e.g. offer_reservation_duration.)
