There is nothing about `publishing PHP` at
[https://cwiki.apache.org/confluence/display/AVRO/How+To+Release] . Maybe this
is the reason ?! I guess someone from the Avro PMC team has to create an
account at [https://packagist.org/] and upload releases when they are made.
