Because once we release 1.0.0 we won't be able to make any other breaking changes until 2.0.0. Since there are so many breaking changes planned for 0.22 it is clear to say that `apache_avro` is not ready for 1.0.0 yet. Some libraries, e.g. Apache DataFusion, release mostly major versions (e.g. 51.x, 52.x, 53.x, ...). I am not saying this is better or worse.
