In GCSUtil, this causes a slow memory leak in streaming pipelines that
do windowed writes to GCS.
This change also moves the ThreadPoolExecutor to be a member of GcsUtil,
which I think is cleaner. I don't believe behavior or performance should
change, since a new GcsUtil instance is created using getGcsUtil() to run batch
operations.
