curious I expected users to be able to do Flink specific runtime configuration

   I'm not sure that is the case, has any tried it? Can the state backend not 
configured as part of `flinkConfiguration` 
(https://github.com/apache/beam/blob/5675108933de6eb601ca2e4f21870d2ababe0ec7/runners/flink/src/main/java/org/apache/beam/runners/flink/FlinkExecutionEnvironments.java#L155)?
