WIP: Respect schemaUpdateOptions even when using temporary tables
What's not working:
* BigQuery does not support load jobs with no source URIs, so need to find a
different way to update the schema on the destination table. A couple options
I'm thinking of:
* Writing an empty file to GCS and triggering the schema modification load
job to use that empty file. This adds additional complexity in having to write
and then delete this file.
* Updating the table via `tables.patch`. Does this support schema
modification?
