The component here doesn't seem right - isn't java-fn-execution the shared lib
for Java SDK Harness and Java Direct Runner to execute Java SDK DoFns?
Not that we use components heavily, but I'd like to try to start doing a better
job of triage and backlog, so get this filed in the right place.
