Adds an extremely basic self-checkpointing integration test, largely
enforcing that DoFns returning with a continuation is successful and that all
elements are emitted properly. In local runs Flink seems to not respect the
resumption time (which is not guaranteed by the model) and the PCollection of
integers is fully materialized before the PAssert check for the size of the
output is done.
