I just tried doing a `./gradlew :beam-website:preCommit` and it worked. I
think the issue is that the new files don't exist in your branch. A `git pull
upstream master` should fix it.
This PR made it so that links to GitHub/Colab will point to your local
GitHub branch when testing/staging. They will point to the main Apache master
branch on production. This allows tests to pass for new files added, and make
them followable on the staged version.
It was either this, or commits where new files are created and linked will
always have failing tests.
