Work Description: mxm commented on issue #8399: [BEAM-7112] Timer race
with state cleanup - take two
URL: https://github.com/apache/beam/pull/8399#issuecomment-487269724

   >The finish bundle callback starts a new bundle when the watermark advances,
which can lead to inconsistent state snapshot.

I think the solution could be to checkpoint cleanup timers and delay
execution of the timers for until after the checkpoint has completed. Otherwise
we have to checkpoint any possible emitted elements during completing the
bundle within `snapshotState`.

> Cleanup timers and user timers are fired at the watermark. Processing of
> timers in the SDK worker is asynchronous, so it is possible that the state is
> already removed when the user timer callback executes.
