This is not exposed in Java SDK, currently it lives in core-construction-java,
so it is not 'usable' for end users depending only on core sdk. Can we get this
available in `sdks/java/core`? Otherwise I cannot see how it will be usable.
Also it probably should be marked as `@Experimental` until this new transform
reaches maturity by use.
