Having different apache beam versions locally and in setup.py leads to errors
that are hard to trace back to the underlying problem. The errors can differ
for any change in version and for different pipelines.
It would be useful to automatically check the versions before submitting a
pipeline and throw a clear error or at least a warning when a mismatch is
detected.
