OO lacks functionality of creating new bibliography DBs from scratch,
and it needs to be implemented.
Unfortunately, users are not capable of implementing new functionality.
I've searched for this functionality in OO myself and have already
asked on oooforum.org, and assume creation of new bibliography DB
is not implemented, and when something is not implemented it is an
open issue for enhancement.
Please correct me if I'm wrong.
