Alright, assigning to myself.
Rat is a bit better of late. You can run {{mvn apache-rat:check}} and it uses
the exclusions in pom.xml and succeeds (if you are running on a clean-ish
sandbox). You still can't run rat standalone (because the exclusions are locked
inside the pom.xml) but I think that's OK. We should have Yetus skip its own
Rat check and call the maven one instead.
I'll see if I can progress this.
