Upgrade Apache parent POM to version 18, which was released in May; we are
currently on version 17.
The
[differences|https://svn.apache.org/viewvc/maven/pom/tags/apache-18/pom.xml?r1=HEAD&r2=1675930&diff_format=h]
seem to include:
* upgrade various plugins
* change {{http:}} to {{https:}} in URLs
* exclude {{DEPENDENCIES}} from release (related to CALCITE-741)
