[~Stabmeqt] Thanks. I saw you created CALCITE-2919. Which DB do you intend to 
use as reference implementation? For Oracle, I find 
https://rextester.com/l/oracle_online_compiler very useful.

Give some thought about how TO_DATE and TO_TIME should be implemented. If there 
is not common code with your function we're doing something wrong.
