[~julianhyde] Actually I just found another way to resolve it by clearing 
current rules and set new rules to the existing planners. The getCost override 
is not needed to pass all the tests (maybe I need it for other Pig script in 
LinkedIn), but let's remove the PigRelPlanner class for now until we need it 
again. Code is much cleaner now.
