Hi, [~icshuo], thanks for reporting the problem, you are right.
I'm just curious why the plan can also get the correct result :).
The Aggregate below is illegal. It not safe to only spliting the duplicate
group sets.

LogicalAggregate(group=[{0}], groups=[[{}]], C=[COUNT()])
LogicalProject(DEPTNO=[$7])
LogicalTableScan(table=[[CATALOG, SALES, EMP]])

Feel free to work on it. If you have no time, I will fix it in this weekend.
